JSL Technologies Opens East Coast Operations Office
Oxnard, CA – JSL Technologies announced today the opening of an office in Virginia Beach, VA, to support the company’s ongoing work in the Hampton Roads area and expanding business on the East Coast. The company has personnel onsite at several Naval installations in the area including Joint Expeditionary Base Little Creek – Fort Story; Norfolk Naval Shipyard; Naval Weapons Center Yorktown – Cheatham Annex; and Joint Staff Suffolk Complex.
The new office, in suite 200 of 582 Lynnhaven Parkway, is adjacent to the 500 Viking Drive facility which houses JSL engineers and technicians supporting the Navy’s Integrated Ship Defense Program. JSL Vice President and Chief Business Officer Brian Kozlowski leads the office, where he oversees the company’s contracts, human resources, finance and accounting, and business administration departments and leads development and integration of advanced business practices and tools across the company.
“I am pleased that we have established this new east coast facility to service our Washington DC, Dahlgren and Hampton Roads customers, as well as to support our increasing corporate office functions,” JSL CEO Joe Black said.

JSL Expands NSWC Port Hueneme Management Services
Oxnard, CA – JSL Technologies was awarded a contract today to provide support services to the Technical Departments (primarily the Air Dominance and Ship Defense Departments) at Naval Surface Warfare Center Port Hueneme as part of a VSolvit LLC-led small business team.
The five-year contract provides base-wide support for clerical and administrative, supply and material management, financial and program management, and technical library operations. JSL will provide a wide range of services, including providing procurement reviews and purchasing efforts; software development and secure intranet management; financial, budgeting and accounting services; and operation of the warfare center’s Technical Library.
The effort is part of the company’s Engineering Services Division under Chris Lewis. In addition to work at NSWC Port Hueneme, contract performance may also involve support in Norfolk, VA; San Diego, CA; Mayport, FL; and Pearl Harbor and Kauai, HI.

Christopher Lewis Selected to Lead New Engineering Division
Oxnard, CA – JSL Technologies announced today that it has established an Engineering Services Division and that Christopher Lewis has been promoted to serve as Division Director. Mr. Lewis previously served as Associate Director of JSL’s Advanced Systems Division. He reports to JSL CEO and President Joe Black.
As Director of the Engineering Services Division, he will supervise the company’s prime contracts supporting the NSWC Port Hueneme Air Dominance Department, Littoral and Strike Warfare Department and White Sands Missile Range. Additionally, the Division has a number of subcontracts in support of NSWC Port Hueneme and a growing presence at Naval Undersea Warfare Center Keyport.
Mr. Lewis joined JSL in 2016 as a Program Manager. He previously served as a Senior Consultant with Booz Allen Hamilton; Security and Intelligence Analyst for Virtual Defense and Development International, Inc.; Regional Marketing Manager for PM Packaging; Business Process Management Consultant for INTEGRA Government Services International LLC; and Project Specialist, Latin America & Caribbean for CARANA Corp.
Mr. Lewis, who grew up in Oxnard, CA, earned a BA in Economics at the University of California, San Diego, and a Master of Arts in International Relations – International Economics, Latin American Studies at The Johns Hopkins University – Paul H. Nitze School of Advanced International Studies. Mr. Lewis also served as a Commercial Service Intern at the U.S. Embassy in Mexico City, Mexico and is a Project Management Professional and certified Scrum Master.

JSL Continues Support to Navy Expeditionary Logistics Support Group
Oxnard, CA – JSL Technologies announced today that it will continue to support the Navy Expeditionary Logistics Support Group (NAVELSG) under a contract awarded to Huntington Ingalls Industries. JSL has been a member of the HII team since 2016, providing a broad range of technical and logistics services.
NAVELSG provides expeditionary logistics services worldwide to support warfighters, meet operational requirements and support national military strategy. The command also provides logistics support to emergent task force missions, military operations other than war, humanitarian assistance and disaster relief and defense support of civil authorities.
The five-year contract supports program management, the readiness and cost reporting program, communications equipment maintenance, engineering and technical support, and integrated logistics and overhaul support. Other efforts include container design, modifications and integration, and the configuration of multiple warehouse facilities.
The work is primarily performed at Cheatham Annex in Williamsburg, VA. The effort is part of the company’s Program Services Division led by Randy Gongre.
