JSL to Support NSWC Port Hueneme Property Accountability
Oxnard, CA – JSL Technologies announced today that it will provide property accountability services for all operating materials and supplies at NSWC Port Hueneme as a member of a McLaughlin Research Corporation (MRC) team.
The five-year contract, awarded by the Naval Sea Logistics Center, includes a wide range of services, including warehouse, supply, inventory, accounting, kitting, shipping, and disposition of excess or expired material support.

Pat Montford Joins JSL to Lead Integrated Ship Defense Technical Efforts
Oxnard, CA – JSL Technologies announced today that Patrick Montford has joined the company to serve as Program Manager for JSL’s Integrated Ship Defense prime contract.
“Mr. Montford is a welcome addition to the JSL family,” JSL CEO Joe Black said, “bringing more than 30 years of Senior Program Manager experience and a proven track record of providing exceptional customer service with exceptional customer reviews.”
Before joining JSL, Mr. Montford served as the Senior Program Manager for Valkyrie Enterprises, providing support to the Ship Defense and Expeditionary Warfare Department (S-Department) and the Littoral and Strike Warfare Department (L-Department) at the Naval Surface Warfare Center Port Hueneme, as well as in San Diego, CA, Bremerton, WA, and Norfolk, VA. He has also supported NSWC Port Hueneme and the Naval Air Warfare Center Weapons Division Point Mugu as a Program Manager for Synectic Solutions.
Mr. Montford earned a Bachelor of Science in Aeronautics at Embry-Riddle Aeronautical University and is pursuing a master’s in business administration at Coastline College. He spent eight years on active duty aboard the aircraft carriers USS DWIGHT D. EISENHOWER and USS JOHN F. KENNEDY.

Rudy Garcia Joins JSL to Lead Littoral and Strike Warfare Engineering Contract
Oxnard, CA – JSL Technologies announced today that Rudy Garcia has joined the company to serve as Program Manager for JSL’s Littoral & Strike Warfare Engineering Services prime contract. JSL engineers, logisticians, information technology specialists and program analysts support the Navy’s newest surface combatant ships and weapons systems from multiple east and west coast locations.
Before joining JSL, Mr. Garcia served as a Project Manager for Northrop Grumman Corporation, overseeing day-to-day operations and processes for the company’s Program Integration Team. He led the creation of new staffing and risk processes, established new automated tools, realigned program processes and guided agile methodology training. He has also served as a Program Manager and Project Management Engineer at Northrop Grumman, leading a $150 million development program as well as the creation of a software development laboratory. Mr. Garcia served in the U.S. Navy as an aviation electronics technician in charge of aircraft maintenance and check-and-release teams.

Mr. Garcia earned a Master of Business Administration at Pepperdine University and a Bachelor of Science in Electronics and Computer Engineering at California Polytechnic University of Pomona. He is also a certified Project Management Professional and has a Lean Six Sigma Black Belt. JSL Expands Pacific Missile Range Facility Support
Oxnard, CA – JSL Technologies will provide a broad range of Logistics and Program Support Services to the Pacific Missile Range Facility (PMRF) Barking Sands on the island of Kauai, HI, under a contract awarded today to a Service Disabled, Veteran-Owned Small Business team led by INDUS Technology. Luna Kolb will manage the five-year effort, which is part of the company’s Program Services Division under Randy Gongre.
JSL employees will provide logistics, supply and provisioning, program, administrative and documentation services to the facility, which supports Fleet training operations as well as major Fleet events such as the multi-nation Rim of the Pacific exercise and the Submarine Commander’s courses. PMRF also supports Combat Systems Ship Qualification Trials and up to six major test and evaluation missions each year. JSL support will include mission event planning and schedule analysis; financial and budget support; information management; and a wide range of base administrative support functions.
