JSL Selects Josh Collas to Lead Combat Systems Modernization and Logistics Services
Oxnard, CA – JSL Technologies announced today that Josh Collas has joined the company as Program Manager for JSL’s prime contract providing combat system modernization and logistics support to the NSWC Port Hueneme Air Dominance Department. Mr. Collas reports to Chris Lewis, Director of the Engineering Services Division.
Mr. Collas will lead configuration management, technical data and supply support and operational logistics for Aegis Weapons and Combat Systems in the modernization of U.S. Navy cruisers, destroyers, and for other surface ships as well as for Foreign Military Sales customers. He will also lead JSL subcontracts supporting Advanced Radar Systems and Technical Manual development and maintenance in support of NSWC Port Hueneme.
Before joining JSL, Mr. Collas was the Program Manager of a $20 million Navy Satellite Operations & Maintenance Support prime contract for Qwaltec Inc. at Naval Satellite Operations Center (NAVSOC) Pt. Mugu, CA. He also managed technical services for an On-Orbit Engineering Support subcontract the company held. While in the U.S. Air Force, he served as a satellite manager, satellite operator and operations lead, and he operated and maintained radar equipment. Mr. Collas has a BS degree in Business Administration from Colorado Technical University.

JSL Expands Navy Technical Manual Support
Oxnard, CA – JSL Technologies will expand its technical manual support at the Naval Surface Warfare Center Port Hueneme as a subcontractor on a $33.8 million task order awarded to Sohum Systems LLC on August 4, 2021.
The effort provides combat systems technical manual support to the Air Dominance Department at NSWC Port Hueneme. The Department is the In-Service Engineering Agent for Navy combat systems, including launchers and support equipment such as electrical power, cooling water and communications. There are approximately 3.500 technical manuals associated with this equipment that must be prepared, updated, edited, formatted, distributed, archived and tracked throughout the systems’ life cycles.
JSL will support production and maintenance of these technical manuals and provide recommendations to improve their efficiency and accuracy. This will include data management and library services, technical documentation planning, development, distribution, disposal and scheduling support.
JSL also provides a full range of technical manual support to the Naval Sea Systems Command and the Naval Warfare Technical Manual management communities under a prime contract awarded in 2018. JSL provides Technical Manual Management Program process guides, develops Technical Manual Management Authority training curriculum, and produces technical manuals to meet shipboard requirements. JSL also provides shipboard and classroom crew training and help desk and distance support technical services.
The technical manual support is part of the company’s Engineering Services Division under Chris Lewis. In addition to work at NSWC Port Hueneme, contract performance may also involve support in various U.S. Navy bases and shipyards, aboard ships in homeports and while deployed, and at tactical and land-based training, development and test sites.

JSL to Provide NSWC Port Hueneme Logistics Support
Oxnard, CA – JSL Technologies announced the company was awarded a contract to provide a full range of logistics services to the Littoral and Strike Warfare (L&SW) Department at Naval Surface Warfare Center Port Hueneme.
Under the five-year, $44 million prime contract, JSL will develop and maintain the L&SW Department’s plans for combat systems’ life cycle sustainment, integrated logistics and acquisition support. JSL will perform hardware, software, documentation and tool support for shipboard combat systems computer programs; support hardware development; analyze logistics costs and alternatives; and evaluate option impacts. JSL will provide configuration management and provisioning support, including reviewing engineering change proposals and other configuration documents and maintaining changes in Navy databases. Additionally, JSL will be responsible for managing parts that may be out of production or in short supply, and for the use of commercial off-the-shelf components.
The contract will be performed by personnel within the company’s Engineering Services Division led by Chris Lewis. Work will include on-site operational logistics support in Port Hueneme and San Diego CA and Mayport FL, as well as possible support in Changi, Singapore; Manama, Bahrain; and Sasebo, Japan.

JSL to Provide Vertical Launch System Science and Technology Support
Oxnard, CA – JSL Technologies was awarded a contract today to support research, technology development and test and evaluation of Vertical Launch Systems at Naval Surface Warfare Center Port Hueneme as part of an Alion Science and Technology Corp.-led team.
The five-year Alion contract provides science and technology services to enhance U.S. Navy surface weapons systems, combat systems and sensors. It includes requirements for rapid hardware and software prototyping, test planning, technological innovation, Fleet installation and engineering to mitigate obsolescence.
The effort supports US Navy Vertical Launch Systems (VLSs), Interface Test Sets (ITSs), the Navy’s In-Service Engineering Agent of the Future campaign, and Live, Virtual and Constructive (LVC) capabilities. It is part of the company’s Engineering Services Division under Chris Lewis.
