Oxnard, CA – JSL Technologies, Inc. (JSL) announced today that Roger “Buz” Fulton has joined the company as Director of West Coast Special Projects reporting directly to JSL President Joe Black.

Mr. Fulton brings three decades of experience leading DoD advanced technology test programs for air, land and sea-based weapon systems. Before joining JSL, he served as Command Program Manager for the Naval Air Warfare Center Weapons Division, Point Mugu, where he was the Program Manager and Advanced Technology Test Team Lead directing multi-disciplined engineering teams performing tests, with an emphasis on open-air flight testing at all major DoD test ranges.

He has also served at Pt. Magu as Project Manager/ Engineering Supervisor for advanced targets and Project Manager/Test Director for Threat Supersonic Cruise Missiles. He was Flight Test Manager/Test Director for the Program Executive Office for Cruise Missiles and Unmanned Aerial Vehicles and Project Manager and Flight Test Engineer for Tomahawk missile flight testing.

Mr. Fulton earned a bachelor’s degree in Mechanical Engineering from the University of California San Diego with a minor in Management Science. He has also graduated the Senior Executive Management Development and Systems Engineering Development programs at Point Mugu.

Oxnard, CA – JSL Technologies announced today that Jason Scales has joined the company as a Program Manager to lead the prime contract providing engineering support services to the Littoral and Strike Warfare Department at Naval Surface Warfare Center Port Hueneme Division. Mr. Scales reports to Chris Lewis, Director of the Engineering Services Division.

Mr. Scales has more than two decades of experience as a Program Manager supporting Navy combat and weapon systems. Before joining JSL, Mr. Scales served as a Senior Program Manager for Aethercomm and Engility corporations, leading efforts to develop anti-terrorism, electronic warfare, jamming and other military weapons and communications systems.

Mr. Scales has a master’s degree in Information Systems from the University of Phoenix and a bachelor’s degree in Electronic Systems Technology from Southern Illinois University. “Jason is an asset to our organization.” said Chris Lewis.  “His graduate level education, decades of experience as a Program Manager and service to this country while in the Navy exemplify the sort of leadership and capability that will benefit our many customers. Oxnard, CA – JSL Technologies announced today that Bill Riegler has joined the company to lead its Technical Department Support Services (TDSS) subcontract and a Technical Manual subcontract at Naval Surface Warfare Center Port Hueneme Division (PHD). He reports to Chris Lewis, Director of JSL’s Engineering Services Division.

Mr. Riegler has more than two decades’ experience as a Program, Product or General Manager for technical programs and personnel. He has a master’s degree in business from Pepperdine University and earned his Bachelor Of Science degree at University Of California, Santa Barbara. He is certified in the Fundamentals of Systems Acquisition Management by the Defense Acquisition University.

The TDSS contract provides base-wide clerical and administrative support, supply and material management, financial and program management, and technical library operations. JSL provides a wide range of services, including procurement reviews and purchasing efforts; software development and secure intranet management; financial, budgeting and accounting services; and operation of the warfare center’s Technical Library.

Mr. Riegler will also lead JSL’s subcontract providing combat systems technical manual production and maintenance support of approximately 3,500 technical manuals for the Air Dominance Department at PHD. This includes data management and library services, technical documentation planning, development, distribution and disposal and scheduling support.

Before joining JSL, Mr. Riegler supported several multi-million-dollar contracts as Program Manager at NSWC PHD and Naval Air Warfare Center Weapons Division (NAWCWD) for Tridant Solutions, Quality Innovative Solutions and Transformation Systems Inc.

Oxnard, CA – JSL Technologies announced today that Marissa Gagua has joined the company as Human Resources Manager. Ms. Gagua will run JSL’s HR Department and reports to Joe Black, President and Chief Executive Officer.

Before joining JSL, Ms. Gagua was a Human Resources Generalist/Director for PlanMember Financial in Carpinteria, CA. While there, in addition to performing general HR activities for the 185-employee company, she re-invented and implemented a summer paid internship program, implemented a hybrid-remote work-from-home policy, planned employee social and training events and enhanced the employee recognition program. She also served as an HR Generalist for Ventura Missionary Church, Inc. in Ventura and as Credentials Technician for Conejo Valley Unified School District in Thousand Oaks, CA.

Ms. Gagua earned an MBA with a concentration in Human Resources from the University of Saint Mary in Leavenworth KS and a BA in Human Resources Management from Ashford University in Clinton, IA.
